Jammu and Kashmir Lieutenant Governor Manoj Sinha has terminated the services of two government employees, Abdul Rehman Naika and Zahir Abbas, citing their involvement in activities linked to the terrorist group Hizbul Mujahideen. The action was taken in the interest of state security under Article 311(2)(c) of the Indian Constitution, following detailed investigations by law enforcement and intelligence agencies.

Who is Abdul Rehman Naika?

Abdul Rehman Naika, a pharmacist in the health department since 1992, resides in Devsar, Kulgam. Investigations linked Naika to the murder of Ghulam Hassan Lone, a nationalist political figure killed by terrorists in August 2021. Lone’s sons serve in the security forces, making him a target for creating fear among patriotic citizens.

Authorities revealed Naika played a critical role in fostering terrorism in Kulgam and neighboring districts. Arrested with ammunition and a grenade, Naika confessed to plotting attacks under instructions from handlers in Pakistan. His responsibilities as an Over Ground Worker (OGW) included conducting reconnaissance and aiding terrorist operations.

Who is Zahir Abbas?

Zahir Abbas, a schoolteacher from Badhat Saroor, Kishtwar, was appointed in 2012. Arrested in September 2020, Abbas was found to have harbored three active Hizbul Mujahideen terrorists and provided logistical support. During interrogation, he revealed hideouts storing arms and identified other accomplices.

Abbas, a graduate of Aligarh Muslim University, was also accused of sharing sensitive information about security forces’ movements with Pakistan-based handlers, betraying the nation that supported his livelihood.

The dismissals highlight the administration’s zero-tolerance policy towards terrorism and individuals compromising national security while holding public service positions. Both individuals faced severe accusations, including facilitating attacks and aiding terror networks.
