Understanding the Role and Powers of an SDM: The Second Most Powerful Officer After the DM
The District Magistrate (DM) holds the top position in district administration, followed by the Additional District Magistrates (ADMs). However, when it comes to fieldwork and administrative authority, the Sub-Divisional Magistrate (SDM) is considered the second most powerful officer. Let’s take a deeper look at the roles, responsibilities, and privileges of an SDM.
What Does an SDM Do?
SDMs are key administrative officers in districts and report directly to the District Magistrate (DM). Their primary role is to ensure the effective implementation of government schemes within their jurisdiction. They are entrusted with a wide range of responsibilities, including maintaining records for both government and private lands. The SDM’s role can also extend to various legal functions, as they hold the authority to act as a Sub Registrar Magistrate.
Key Responsibilities
SDMs supervise a range of functions within their jurisdiction, including:
- Overseeing revenue work, such as land records and tax collection.
- Managing the registration of marriages and the issuance of certificates like domicile, caste, and income certificates.
- Supervising the renewal of driving licenses.
- Monitoring the execution of various government programs and schemes.
Additionally, all Tehsildars within the sub-division report to the SDM, making them a crucial link between Tehsildars and the DM.
Salary and Benefits
An SDM’s salary is structured within the pay band of ₹9,300-₹34,800 with a grade pay of ₹5,400. Their starting salary is ₹56,100, which can rise to a maximum of ₹1.77 lakh based on experience and promotions. Besides the attractive salary, SDMs receive various allowances and benefits, making the position highly sought after.
Perks and Facilities
The perks available to an SDM are similar to those of the District Magistrate, though with slight variations based on rank. SDMs are provided with government accommodations, security arrangements, and servants, albeit on a smaller scale compared to the DM. SDMs also enjoy government-funded vehicles, telecommunication services, and electricity bills. During official tours, they are provided with high-class accommodation and allowances for higher studies, as well as pension facilities.
